
BSNP Evaluasi Pelaksanaan Workshop Penelaahan Draf Standar Isi
JAKARTA, BSNP — Rapat pleno BSNP, Senin (26/8/2019) dipimpin Sekretaris BSNP KH Drs Z Arifin Junaidi. Rapat ini dihadiri anggota BSNP Hamid Muhammad, Ali Saukah, Kiki Yulianti, Doni Koesoema A, Ki Saur Panjaitan XII, Imam Tholkhah, Poncojari Wahyono, Bambang Suryadi, Waras Kamdi dan Romo E Baskoro Poedjinoegroho.
Rapat pleno ini diisi dengan evaluasi pelaksanaan workshop penelaahan draf standar isi yang dilaksanakan pada 18-20 Agustus 2019.
Pada pembukaan rapat, Arifin mengingatkan agar hasil workshop tersebut dapat dicermati lagi, agar tidak ada yang terlewatkan. Selain itu, perlu ada sinkronisasi dan editing dari draf yang dihasilkan dalam workshop.
Hal ini juga didukung oleh Ali Saukah dan Romo Edy Baskoro. Romo Edy Baskoro mengingatkan, standar pendidikan bukan sekedar kertas, tetapi merupakan bagian dari upaya perbaikan kualitas anak bangsa. Itu sebabnya, perlu dimatangkan agar dokumen standar betul-betul berkualitas.
Rencananya, BSNP akan melakukan sinkronisasi dan editing draf standar isi yang dihasilkan dalam workshop pada waktu dekat.

BSNP Gelar Workshop Penelaahan Draf Standar Isi
JAKARTA, BSNP – Badan Standar Nasional Pendidikan (BSNP) menyelenggarakan workshop penelaahan draf standar isi, di Jakarta, 18-20 Agustus 2019. Workshop ini, selain dihadiri anggota BSNP, juga dihadiri 80 pengembang dan reviewer yang akan fokus pada standar isi dan penilaian.
Ketua BSNP Abdul Mu’ti dalam pembukaan workshop berharap, pertemuan ini akan menghasilkan draf akhir yang bisa ditetapkan untuk standar isi di tiga jenjang pendidikan.
Hal yang pertama, Mu’ti mengatakan, perstandar isi disusun dengan pendekatan struktural. Acuan yang digunakan adalah UUD 1945, tujuan didirikannya negara Indonesia diantaranya untuk mencerdaskan kehidupan bangsa, kemudian Pasal 31 UUD 1945, UU Sisdiknas yang berkaitan dengan sistem pendidikan nasional, beserta semua turunannya.
“Turunannya itu secara klasik disebutkan tentang tujuan institusional dan tujuan kurikuler. Ranahnya semua harus mengacu kesana. Jangan sampai, standar isi yang kita buat tidak inline dan tidak attach hirarki tujuan yang memang menjadi bagian dari arah dan panduan pendidikan, beserta seluruh standar yang ada di dalamnya,” ujarnya.

Abdul Mu’ti,Ketua Badan Standar Nasional Pendidikan menyampaikan pengantar pada workshop penelaahan standar isi, di Jakarta, Minggu (18/8/2019).
Kedua, standar isi yang dibuat merupakan bagian yang tidak terpisahkan dengan delapan yang ada. Sehingga tentu saja, standar isi itu, semaksimal mungkin bisa menggambarkan keterkaitan antara satu standar dengan yang lainnya. “Terutama yang berkaitan dengan standar kompetensi lulusan. Karena memang dengan cara kompetensi lulusan itu, kita kembangkan kurikulum dan sebagian dari kurikulum itu adalah mata pelajaran dan isi dari bidang studi itu,” ujarnya.
Ketiga, standar isi dibuat dengan pendekatan dan pertimbangan yang berkaitan dengan kematangan peserta didik. Terutama yang berkaitan dengan aspek perkembangan, dan aspek lain yang menyatu dengan tingkat kemampuan baik dari sisi knowledge, value maupun skills.
“Jangan sampai materi yang ada terlalu tinggi dari kompetensi yang seharusnya dikuasai oleh peserta didik,” ujarnya.
Keempat, ada kritik bahwa standar isi yang ada terlalu menekankan pada isi atau materi, dan isinya terlalu berat. Kritik ini muncul dari beberapa kalangan. Eksplorasi yang berkaitan dengan kemampuan abad 21 juga harus diberikan ruang, untuk pengembangan dan aktualisasinya.
Berbasis Standar
Totok Suprayitno, kepala Balitbang Kemdikbud saat membuka workshop itu mengatakan, bangsa ini patut bersyukur karena negara sudah berkomitmen untuk menerapkan pendidikan berbasis standar. Ini juga merupakan amanat PP 19/2005 tentang Standar Nasional Pendidikan.
Menurutnya, BSNP periode pertama, sudah menetapkan delapan standar pendidikan. Standar inilah yang menjadi basis penyelenggaraan pendidikan di Indonesia. Kedelapan standar pendidikan itu adalah: Standar Isi, Standar Kompetensi Lulusan, Standar Proses Pendidikan, Standar Sarana dan Prasarana, Standar Pengelolaan, Standar Pembiayaan Pendidikan, Standar Pembiayaan Pendidikan, dan Standar Pendidik dan Tenaga Kependidikan.
“Ini merupakan turunan dari UU Sisdiknas,”ujarnya.
Ikutannya, lanjut Totok, mulai dari kurikulm, pengujian dan seluruh proses harus mengacu pada standar. “Apalagi, Standar Nasional Pendidikan ini sudah 14 jelang 15 tahun dan dipercaya sebagai dasar penyelenggaraan pendidikan Indonesia,” ujarnya.
Namun, Totok juga mengajak untuk merenungkan kembali, kemana arah pendidikan nasional. “Saat ini, mungkin memerlukan penyesuaian dengan perkembangan yang ada,” ujarnya.
Sebagai orang tua, menurutnya, apa yang diharapkan ketika memasukkan anaknya ke sekolah. Kenyataannya, Totok menilai, para orang tua tidak melihat sekolah yang penuhi delapan standar ketika memasukkan anaknya. Sementara pihak pengelola, telah menjadikan Standar Nasional Pendidikan ini sebagai pedoman pelaksanaan pendidikan.
“Jadi ada ketidaksesuain, dari yang dilakukan pengelola pendidikan dan yang diharapkan orang tua sebagai konsumen. Orang tua banyak yang melihat memasukkan anaknya ke sekolah dengan pertimbangan anak bisa cerdas, berbudipekerti dan seterusnya. Keinginan yang lebih sederhana lain, anaknya dapat naik ke jenjang pendidikan berikutnya di sekolah yang lebih baik, mereka menjadi terampil dan mudah mendapatkan kerja,” ujarnya.
Fakta standar nasional pendidikan lainnya, menurut Totok, apakah saat ini sudah berhasil mencapai cita-cita yang diamanahkan UU Sisdiknas.
“Kita lihat bukti dan capaian hasil pembangunan pendidikan, banyak memberikan sukses dari beberapa aspek. Sekolah dibangun terus, tiap pagi makin banyak anak bersekolah. Wajib belajar sembilan tahun sudah tuntas, kecuali di beberapa kantong yang masih sulit di akses. Dan wajib belajar 12 tahun sudah 80 persen. Angka Partisipasi Kasar, Indeks Pembangunan Manusia dari pendidikan juga bagus, kontribusi pendidikan juga bagus. Dari sisi layanan pendidikan kita sukses besar. Negara dengan jumlah pendudukan besar, demografi yang sangat sulit,” ujarnya.
Namun, Totok mengingatkan, kalau dilihat dari mutu lulusan, ternyata masih banyak yang tidak memenuhi SKL.
“Berita paling sering dilihat di PISA (Programme for International Student Assessment), ada peningkatan tetapi belum signifikan sampai sekarang,” ujarnya.

Abdul Mu’ti didampingi sekretaris BSNP KH Z. Arifin Junaidi, dan anggota BSNP lainnya. Yaitu, Prof Bambang Setiaji, Prof Dr Imam Tholkhah MA, Ki Dr Saur Panjaitan XIII MM, Hamid Muhammad PhD, Dr Poncojari Wahyono MKes, Doni Koesoemo A MEd, Drs E Baskoro Poedjinoegroho SJ MEd, Bambang Suryadi PhD, Prof Dr Ali Saukah MA, dan Prof Suyanto. Mereka menyimak pemaparan Agus Salim, Direktur Pembinaan Kursus dan Pelatihan Kemdikbud.
Pada sesi pertama rapat pleno BSNP ini, Agus Salim juga menceritakan tentang lulusan kursus yang banyak diminati masyarakat. Bahkan menurutnya, lulusan kursus itu tidak hanya diminati di dalam negeri tetapi di luar negeri seperti di Taiwan dan Afrika.
Dalam pertemuan ini, anggota BSNP juga meminta masukan tentang Standar Kompetensi Lulusan (SKL), Lembaga Sertifikasi Kompetensi (LSK), dan terkait legal formal perubahan SKL.
